AI Contract Overview
The contract solicitation SPE4A7-26-T-624G seeks the procurement of two units of supplemental small arms-fragmentation armor under a total small business set-aside, with delivery required 142 days after order placement to Tracy, California. The item is governed by extensive technical and quality requirements referenced from the DLA Master List, including sampling procedures aligned with MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances mandated in sample lots unless otherwise specified, and unspecified attributes treated as major. Inspection and acceptance must occur at the contractor’s origin facility per RQ009, and the contractor is responsible for ensuring compliance with all applicable quality assurance standards, including assignment of verification levels VII, IV, and II to critical, major, and minor attributes respectively. Packaging must adhere to MIL-STD-129 for labeling and barcoding, along with ASTM D3951 for non-hazardous materials and TQ IP025 for hazardous materials under FED-STD-313, with physical item marking required per RQ017. The contract imposes stringent export control obligations under RQ032, classifying the technical data as subject to ITAR or EAR, restricting disclosure to foreign nationals anywhere in the world and mandating that only contractors with approved US/Canada Joint Certification Program status, completed DLA export training, and explicit DLA authorization may access the data, in alignment with DFARS 252.225-7048. Cybersecurity is enforced through CMMC Level 2 certification by a certified third-party assessment organization, with additional requirements for safeguarding covered defense information under NIST SP 800-171 as modified by deviation 2026-O0025 and compliant with DFARS 252.204-7012, alongside prohibitions on covered telecommunications equipment and mandatory cyber incident reporting. The government has waived the requirement for Item Unique Identification under DFARS 252.211-7003(c)(1)(i), and invoicing is exclusively through Wide Area WorkFlow, with electronic payment submission required. The solicitation is open only to small businesses certified under the SBA, with offerors required to self-certify size status and socioeconomic designations, and to disclose any provision of covered defense telecommunications equipment or services. All submissions must be made electronically via DIB
