Solicitation W9127P-13-R-004 is a negotiated request for proposals issued by the Department of Defense for the Armory Drainage Project at the LTC Lionel A. Jackson Armory in St. Croix, US Virgin Islands. This project is a total small business set-aside under NAICS code 237990, with an estimated value between 100,000 and 250,000 dollars. The primary objective is to install underground water drainage features and expand storm water management capabilities to relieve hydrostatic pressure around the building. The scope of work includes the installation of surface water catch basins, 24-inch storm sewer pipes, and multiple French drains, utilizing materials such as SDR-35 PVC, HDPE, and 3,000 psi concrete. Requirements include hydrostatic testing, asphalt repair, and strict adherence to ASTM standards and prevailing wage rates for heavy and highway construction in the Virgin Islands. The procurement process involves a comprehensive evaluation of offerors based on technical capabilities and past performance, utilizing adjectival ratings and acceptable or unacceptable designations rather than a numerical scoring system. While a bid bond is not required, payment and performance bonds are mandatory. Proposals must include detailed past performance questionnaires and subcontractor consent forms to facilitate performance confidence assessments. Technical specifications emphasize precise pipe embedment, foundation bedding, and the routing of underground lines to avoid existing utilities. The solicitation was finalized through several amendments and question-and-answer sessions to clarify trench measurements, pipe depths, and material quantities.
