Arms Control Subject Matter Expert and Training Support Services

The Defense Threat Reduction Agency has awarded a sole source bridge contract, HDTRA126R0039, to General Dynamics Information Technology, Inc. for Arms Control Subject Matter Expert and Training Support Services. This action is justified under 41 U.S.C. 1901 and FAR 13.501 to prevent a critical service gap following the expiration of task order HDTRA120F0070 on February 28, 2026. The contract period runs from March 1, 2026, through August 31, 2026, providing a necessary transition window until a competitive follow-on contract is awarded in the fourth quarter of 2026. The award was made without competition due to the unique, mission-critical expertise and institutional knowledge held by the contractor regarding strategic nuclear arms control treaties and agreements. The scope of work involves providing sustained subject matter expertise, training programs, policy implementation guidance, and interagency coordination to ensure U.S. compliance with international arms control obligations for the DTRA Global Threat Reduction Directorate. Performance takes place at Fort Belvoir, Virginia, and is funded by FY26 Operations and Maintenance funds. Due to the sensitive nature of the work, personnel are required to maintain high-level government security clearances. The government will be responsible for inspection and acceptance of services at the place of performance, utilizing historical performance data as a basis for quality comparison.
