AI Contract Overview
The Army Enterprise Public Safety Answering Point Modernization initiative, identified as PSAP_25-01 under Solicitation No. W9128Z-25-S-A002, was intended to modernize critical emergency response communications for Army installations in the Continental United States by deploying Computer Aided Dispatch and Next Generation 9-1-1 systems, alongside Land Mobile Radio, Enterprise Mass Warning and Notification, and First Responder Broadband Network capabilities. Led by the Program Executive Office Command, Control, and Communications-Network and supported by Project Manager Integrated Enterprise Network, the effort aimed to provide turnkey solutions that meet Department of Defense and federal mandates, enhancing readiness for first responders, force protection, and garrison operations worldwide. The solicitation sought industry solutions to integrate these capabilities into existing infrastructure, with strict requirements for business status affirmation and submission of Solution Briefs by the original deadline of October 17, 2025. All inquiries were to be directed solely to designated contracting personnel with a specific subject line format, and failure to submit required documentation could result in disqualification. Despite initial activity including multiple updates and an extension for question submissions through September 2025, the solicitation was ultimately cancelled on May 15, 2026, with the government determining that cancellation was in its best interest. Prior to cancellation, the program had undergone several administrative adjustments, including delayed responses to questions and supplemental documentation requests, to ensure thorough evaluation of proposed solutions. The effort was part of a broader initiative by Product Director BECS to unify and modernize emergency communications across the Army’s global infrastructure, but no further action or replacement solicitation was announced following the cancellation. Participating vendors were acknowledged for their engagement, and no award resulting from this solicitation will be made.
