Army Family Housing, Phases 1 and 2, Chievres Air Base

The U.S. Army Corps of Engineers Europe District plans to award a firm-fixed-price design-build contract for the construction of 184 new Army Family Housing units at Chievres Air Base, Belgium. The project, with an estimated value between $250 million and $500 million, will include all residential amenities such as living spaces, kitchens, bathrooms, bedrooms, storage, garages, driveways, patios, and private entrances. Additionally, the scope covers playgrounds, site improvements, parking, sprinklers, utilities, lighting, walkways, storm drainage, landscaping, and signage, all developed in accordance with Department of Defense antiterrorism and Army Family Housing standards. The contract will be open to all qualified bidders without any socioeconomic set-asides due to the overseas location. The solicitation will be released around the end of January 2024 and will be awarded using a best-value acquisition process under full and open competition, allowing for a trade-off between technical merit and cost factors. The anticipated contract performance period is approximately 1,430 calendar days from the notice to proceed. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment, and offerors must be registered in the System for Award Management prior to award.
