NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

Solicitation W15QKN-18-X-01K6, managed by the Department of Defense and the W6QK Acc-Pica office at Picatinny Arsenal, seeks a commercially available big data management solution for the Army Leader Dashboard. The project aims to integrate, analyze, and visualize data from various Army Authoritative Data Sources to provide senior leaders with predictive analytics and real-time decision-making capabilities across readiness tenets including manning, training, equipping, and sustaining. The procurement utilizes a Section 815 Other Transaction Authority process, which is generally not subject to FAR or DFARS, and follows a two-phase prototype approach. Phase 1 is established as a Firm Fixed Price contract with a funding ceiling of 1 million dollars. The acquisition process involves a six-step evaluation including software demonstrations, oral presentations, and prototype proposals, with criteria focusing on the soundness of the approach, usability, and price reasonableness. Offerors must certify their eligibility as Traditional Defense Contractors, Nontraditional Defense Contractors, or Non-profit Research Institutions. Due to the nature of the data integration across NIPRNet, SIPRNet, and other domains, contractors must adhere to strict security protocols outlined in the DD Form 254 and a Data Usage Agreement for handling Controlled Unclassified Information. This specific amendment provides consolidated responses to vendor inquiries and an updated eligibility attachment, though it does not extend the original response deadline.
