The Army Program Manager for Positioning, Navigation, and Timing (PM PNT) is exploring the use of the Consortium for Command, Control, and Communications in Cyberspace (C5) under Other Transaction Authority (OTA) to develop an innovative Mounted Assured Positioning, Navigation, and Timing (A-PNT) system designed for Army ground vehicles. This system aims to address two critical capability gaps: ensuring reliable access to accurate PNT data even in electronic warfare and cyber-contested environments, and maintaining the integrity of the PNT information, which is vital for operational effectiveness when GPS signals are degraded or denied. The proposed system includes two key components: a Mounted A-PNT subsystem installed inside vehicles to provide trusted PNT data to various client systems, and an externally mounted Anti-Jam Antenna System (AJAS) that protects GPS signals from interference. The Army plans to issue a Request for White Papers and a Statement of Need through the C5 consortium to identify 2 to 5 vendors who will develop and deliver 15 prototype units each—comprising both the internal mounted subsystem and the AJAS—within 90 days of contract award. These prototypes will undergo rigorous testing for performance, electromagnetic interference, and durability. Based on testing outcomes, a single vendor will be selected for an iterative test-fix-test cycle and early user evaluation. If successful, the Army may fund production of an additional 190 prototypes followed by an operational assessment, potentially leading to a large-scale production of 5,000 to 8,000 systems. This announcement serves as an advanced notification for planning purposes only, with formal membership in the C5 consortium required to respond. The point of contact for this effort is Heidi Pavao at the Army PM PNT office.

Full Description

The Army PM PNT is considering the use of the Consortium for Command, Control, and Communications in Cyberspace (C5) in accordance with Other Transaction Authority (OTA) to pursue an innovative Mounted Assured PNT (A-PNT) system for Army ground platforms. The Mounted A-PNT system is a near term capability that addresses two current capability gaps: access and integrity. Access is the ability to access accurate PNT information in a contested Electronic Warfare/Cyber environment. Integrity is the ability to trust the PNT data. These gaps directly affect the Army's ability to conduct operations and execute the full range of warfighter functions in GPS degraded or denied environments. The notional system architecture is comprised of two subsystems: a Mounted A-PNT subsystem, which will be installed inside vehicles and distribute an integrated and trusted PNT solution to multiple client systems; and an Anti-Jam Antenna System (AJAS) that will be mounted external to the vehicle and provide GPS signal protection. The Army is considering the release of a Request for White Paper (RWP) and Statement of Need through the C5. The Army will evaluate vendor white papers and plans to select 2-5 vendors for prototype delivery. Each selected vendor will be required to deliver 15 prototype systems (Mounted subsystem and AJAS subsystem) within 90 days of contract award. The Army will conduct testing on the prototype's system performance, electromagnetic interference, and reliability/durability. From these results, the Army will select a single vendor to enter into a cooperative test-fix-test corrective action cycle and early user assessment. Pending the results of the early user assessment, the Army may fund an effort for an additional 190 prototypes to support an operational assessment and a representative production effort consisting of 5,000-8,000 systems. This special announcement is neither a Request for Proposals nor Request for Quote. A contract award will not be made from this announcement. The purpose of this special announcement is for planning purposes only and to provide industry with advanced notification of the Army's intent. Formalized membership in the C5 will be required to respond to the requirement. Information regarding membership can be found at https://www.c5technologies.org/. The PM PNT point of contact is Heidi Pavao, 443-395-1129, heidi.pavao.civ@mail.mil
