Arroyo Grande General Plan

The City of Arroyo Grande is undertaking a comprehensive update of its General Plan to establish a long-term framework for growth through a buildout period extending to 2050. This initiative involves updating all primary plan elements, including Land Use, Natural and Cultural Resources, Safety, Noise, Parks, Recreation and Community Services, Circulation, Economic Development, and Health and Equity. The scope specifically identifies Focus Areas for potential development, such as the East Grand Corridor, North Fair Oaks, and Frederick, and includes updating the 2013 Climate Action Plan, revising noise contours, and amending the Development Code to ensure consistency with the updated plan. The project is being managed by Planning Manager Andrew Perez for the City of Arroyo Grande, with Rincon Consultants serving as the consulting firm. A critical component of this process is the programmatic Environmental Impact Report, which evaluates potential impacts on air quality, greenhouse gas emissions, agricultural resources, and cultural and tribal resources. A public review period for the Draft EIR is scheduled from July 24 to September 7, 2026. The project encompasses the entire City of Arroyo Grande and its Sphere of Influence, ensuring compliance with CEQA guidelines and current State law.
