As-Needed Agreements for Airport-Wide Electrical Repair and Construction Services

The San Francisco International Airport is soliciting qualifications for up to three as-needed agreements to provide airport-wide electrical repair and construction services. These five-year contracts, identified as Contract Nos. 12161.51 through 12161.53, each have a not-to-exceed value of $6,000,000. The scope of work involves the assessment, testing, repair, and construction of various electrical systems, including medium and low voltage systems, 400 Hertz systems, fire alarms, landside traffic control, security, emergency, and telecommunications systems, as well as energized work. Services will be issued through individual Contract Service Orders, and deliverables include as-built drawings in AutoCAD or Revit, power system coordination and arc flash studies, and code-compliant fire alarm documentation. Qualified firms, teams, or joint ventures must submit a qualifications package organized into five sealed envelopes by September 16, 2026. The selection process utilizes a multi-stage evaluation including a pass/fail minimum qualifications application and a scored qualifications package focusing on experience, team organization, and key personnel. Proposers must be able to provide performance and payment bonds equal to 100% of the contract value and comply with various regulatory requirements, including the Federal Fair Labor Standards Act, OSHA safety laws, and San Francisco Administrative Code. Rating bonuses are available for certified Local Business Enterprises. Awarded contractors will be required to adhere to strict material packaging standards, maintain confidentiality of sensitive security information, and provide monthly payment applications certified for accuracy and prevailing wage compliance.
