AI Contract Overview
The contract issued by the State of Utah Division of Purchasing, with procurement conducted by the Division of Wildlife Resources, seeks to establish agreements to supply various types of seeds. Multiple contract awards are expected, determined primarily by the lowest pure live seed (PLS) price per pound quoted to three decimal places, combined with the earliest delivery dates that meet the State’s requirements. Bids are evaluated per line item using these criteria, with consideration also given to vendor past performance, such as reliability in delivery and seed quality. Delivery is required to the Great Basin Research Center Seed Warehouse in Ephraim, Utah, with all seed shipments palletized and pallets not exceeding 2,500 pounds. Vendors are responsible for any damages incurred in transit. The contract specifies that seed deliveries should occur between August 3, 2026, and preferably before September 3, 2026, although later dates may be accepted depending on the item. Vendors must hold their prices firm for one year. Pricing is based on bulk price per pound, rounded to two decimal places, inclusive of delivery costs. The solicitation deadline is June 23, 2026, and interested vendors have a point of contact for inquiries. Overall, the contract emphasizes competitive pricing, timely delivery, quality assurance, and vendor reliability to fulfill the State's seed procurement needs for summer 2026.

Full Description
The purpose of this IFB is to enter into a contract to provide various seeds .
It is anticipated that this IFB will result in multiple contract awards.
The methodology or formula that will be used to determine the number of contract awards is: All awards will be based upon the lowest pure live seed (PLS Price per Pound carried out to three decimals places) price offered and the nearest date of delivery for each item meeting the minimum seed bid specifications (listed on the request spreadsheet) for that line item. Each bid will be ranked lowest bid to highest per line item by PLS price rounded to the nearest three decimal places. Preference may be given to items that can be delivered on or before dates specified on the bid solicitation sheet (Attachment C), but items with later delivery date will be considered if they meet the timeline needs of the State.
Once the lowest PLS bid of a line item, that meets the timeline needs of the State, is exhausted per supplier bid, the State will then move to the next lowest bid until the line-item need is fulfilled. Past performance (including, but not limited to failure to supply awarded seed, late delivery, repeatedly supplying seed below specifications, etc.) of the vendor may be considered when making awards.
Award amount will be for Bulk Price per Pound, rounded to the nearest two decimal places. Bid prices must include delivery to the Great Basin Research Center Seed Warehouse located at 494 West 100 South, Ephraim, Utah. The bidder is responsible for any/all damage occurring in transit. All seed must be delivered on pallets to be retained by the DWR. Weight of pallets cannot exceed 2,500 lbs.
Length of Contract: All items preferred delivery date is prior to September 3, 2026, but later delivery dates will be considered on a per item basis. Items cannot be delivered prior to August 3, 2026. Outlined in Section 2 and Section 10.
Vendor must guarantee its pricing for 1 year.
