AS9100, AS9110 & ISO 45001 audits

The contract requires a contractor to perform specialized audits at the Letterkenny Army Depot in Chambersburg, Pennsylvania, in accordance with the Aerospace Standard AS9100, the Aerospace Repair Depot Standard AS9110, and the Occupational Health and Safety Management System ISO 45001. All audits must be conducted under the Performance Work Statement (PWS) and are slated for completion by August 14, 2026, for AS9100 and AS9110, and by September 21, 2026, for ISO 45001. The contract structure extends beyond 2026 with firm-fixed-price line items for audits in 2027, 2028, 2029, and 2030, with the total contract duration, including any options, not to exceed five years. The contract is a commercial services procurement issued as a Request for Quotation under NAICS code 541990, with no set-aside provisions. Offerors must provide a firm-fixed unit price covering all labor, materials, services, equipment, and travel to and from the depot. To qualify, offerors must meet mandatory pass/fail criteria, including proof of certification from an International Aerospace Quality Group (IAQG)-accredited Certification Body to audit AS9100, AS9110, and ISO 45001, demonstrated experience conducting similar audits on Department of Defense facilities within the last five years, and proof of prior involvement with the Online Aerospace Supplier Information System (OASIS). Additional certification requirements include IAQG compliance with standards AS9104/1 and AS9104/3, ISO 17021-1 registration for ISO 45001, and proof of registered Authenticated Experienced Aerospace auditors. All offerors must maintain an active System for Award Management (SAM.gov) registration and submit electronic annual representations and certifications. Personnel must comply with Real ID compliance or present two approved forms of identification to enter the installation, and unqualified individuals must be escorted. The contractor must use the Wide Area WorkFlow system for invoicing and payment, submit 2-IN-1 invoices for service line items, and adhere to DFARS Appendix F for receiving reports. Technical merit will be weighed against price in the evaluation process, allowing award to a higher-priced offeror if technical superiority is justified. The government will assign a
