AI Contract Overview
This contract solicitation, identified as W51AA126Q, invites bids for asbestos abatement services at one building located within the Tobyhanna Army Depot in Pennsylvania. The scope of work requires the removal of asbestos-containing materials, specifically thermal system insulation from heating units and piping, within a 180-day performance period beginning June 8, 2026, and concluding by December 5, 2026. The contractor must adhere to stringent safety, environmental, and security protocols, including compliance with federal and state asbestos regulations, OSHA standards, and internal Tobyhanna Army Depot procedures. The work is to be performed Monday through Friday during standard daytime hours, with no work on federal holidays or facility closure days. Deliverables include submission and approval of an abatement work plan, state notification documentation, complete removal of asbestos materials, properly labeled handling and disposal of hazardous waste, and post-abatement air clearance testing conducted through Polarized Light Microscopy to ensure no contamination remains. The solicitation is a firm-fixed-price procurement set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS code 562910 (Remediation Services). Evaluation of proposals follows a Lowest Price Technically Acceptable (LPTA) model, where price is the primary determinant after verifying technical compliance. Security clearance is mandatory for all personnel requiring site access, necessitating background checks and vetting under DoD guidelines, with acceptable identification including DoD CAC, U.S. passport, or Real ID-compliant state-issued IDs. The contract incorporates numerous FAR and DFARS clauses addressing labor, cybersecurity, subcontracting restrictions, and environmental compliance, alongside specific contract administration provisions related to invoicing via the Wide Area Workflow system. Amendments have extended the question submission period and solicitation closing date, and a mandatory site visit was conducted May 13, 2026, to familiarize prospective offerors with the location and security requirements. While pricing details remain to be proposed by vendors, the contract includes option periods potentially extending performance by an additional six months, contingent upon government discretion. The contract emphasizes strict packaging, labeling, and handling standards for hazardous and asbestos waste in accordance with OSHA, EPA, and Tobyhanna Depot standards, although no military-specific packaging or marking standards are mandated. Overall, this acquisition prioritizes environmental safety, regulatory compliance, and security clearance within a firm-fixed-price framework tailored for qualified small business participation.
