AI Contract Overview
The solicitation for asbestos abatement services at Tobyhanna Army Depot, Pennsylvania, under solicitation number W51AA126Q, is a Firm-Fixed-Price contract set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with the NAICS code 562910 and a size standard of 1,000 employees. The contract will cover the safe removal and disposal of asbestos from a single building at the depot, with a performance period running from June 8, 2026, to December 5, 2026, and delivery terms set at FOB Destination. All work must comply with stringent regulatory standards including OSHA 29 CFR 1910 and 1926, EPA and DOT hazardous waste handling rules, and USACE EM385-1-1, with final air clearance requiring analysis by an independent third-party industrial hygienist using Polarized Light Microscopy. All personnel performing abatement must be state-certified, and access to the secured installation requires successful vetting through Automated Installation Entry and NCIC-III systems, along with presentation of a valid DoD Common Access Card, state-issued Real ID, or U.S. passport. Contractor personnel must complete mandatory security and compliance training on CUI handling, OPSEC, and AT prior to site access, and must properly safeguard all government property and information furnished during performance. The solicitation requires electronic proposal submission via email to the Contract Specialist by May 28, 2026, at 12:00 PM local time, with questions due by May 18, 2026. Amendments have extended the question period and closing date to align with a site visit held on May 13, 2026, and updated the small business set-aside designation from Small Business to SDVOSB. Evaluation will be based on a best value trade-off, not lowest price technically acceptable, factoring in price and other qualitative considerations to determine award. Invoicing must be processed exclusively through the Wide Area WorkFlow (WAWF) system using designated DoDAACs for payment routing, and all deliverables, including reports and waste manifests, become Government property with unlimited rights retained by the Government. Contract clauses incorporating cybersecurity, trafficking prohibitions, paid sick leave compliance, and restrictions on inverted domestic corporations are enforced, with deviations applied for several provisions under 2026-O00
