The scope of work includes management, refurbishment, and demolition surveys, re-inspection surveys, air monitoring, laboratory analysis, and both licensed and non-licensed asbestos removal and reinstatement works. The framework is divided into eight regional lots covering Scotland, the North West, North East and Yorkshire, Midlands and Central South, South East, South West, and specific removal lots for the North, Scotland, Central, and South regions. The total estimated value of the framework is 5,000,000 GBP excluding VAT, with a primary performance period from April 1, 2027, to March 31, 2031, and a possible 12-month extension to March 31, 2032. The procurement follows a two-stage Competitive Flexible Procedure. Stage 1 involves a Procurement Specific Questionnaire and an Invitation to Tender, evaluated on a 60% quality and 40% price basis. Stage 2 consists of an interview and presentation for the top two ranked bidders, provided the second-rank bidder's score is within 10% of the first. Home Group intends to appoint two service providers per surveying and analytical lot and one removals contractor per regional lot on a ranked basis. The Rank 1 contractor is the highest scoring bidder, though Home Group reserves the right to utilize the Rank 2 provider in cases of performance or capacity issues. Payment terms are set at 30 days, and the process is managed by Joe Moran.
