BID NOTICE   Sealed bids will be received by Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana 70737 on Thursday, August 13, 2026 until 10:00 a.m. and then at said office publicly opened and read aloud for construction of the project described as follows: ASCENSION PARISH CONWAY BAYOU PUMP STATION UPGRADE CDBG-LOCD-HMGP PROJECT NO. 03MTCS7702 FEMA -4277-DR- LA, Project #0062- STATEMENT OF WORK: The project consists of expanding the Conway Bayou Drainage pump station to provide an additional 150,000 gallons per minute (GPM) of pumping capacity. The construction includes a prefabricated, pre-engineered steel building extension and associated structural steel framing, a pre-cast concrete bridge adjacent to the existing bridge, sheet pile and pile supported foundations, the purchase and installation of 2 diesel-driven pumps and engines with right angle gears, FSI intake piping and associated concrete walls, debris bar screen, and all associated civil, piping, and electrical work required to operate the pumps. The expansion also entails fuel system additions and modifications including a new 400-gallon fuel day tank and a 15,000-gallon fuel storage tank and foundation. The expansion will require the relocation of the existing office building and canopy, as well as the domestic well pump and storage tank.   This work is expected to be completed within THREE HUNDRED AND SIXTY-FIVE (365) CALENDAR DAYS.  Any contractor wanting to bid on this project shall hold a State License in the HEAVY CIVIL category. Any bid received after the closure time above stated will be returned unopened. All Bids must be in accordance with the Contract Documents on file at the Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana 70737.                     Copies of Specifications, Bid Documents, Contract Documents and Construction Drawings for use in preparing Bids may be obtained from Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana 70737 upon deposit of One Hundred Dollars ($100.00) per set made payable to Ascension Parish Purchasing Department or free if electronic copy requested. Documents can be mailed to bidders with a provided shipping account number. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.  On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. Bid documents may also be obtained from www.centralauctionhouse.com .   Where bids are to be received on forms furnished by the awarding authority, no contract documents shall be issued to anyone except a Licensed Contractor or his authorized Representatives. In no event shall any documents for bidding be issued later than seventy-two (72) hours prior to the hour and date set for receiving bids.   Contractors desiring to bid shall submit to the purchasing department, with their request for Contract Documents, contract documents deposit and evidence that they hold State License of proper classification and in full force and effect.   Bid security in the amount of five percent (5%) of the Total Bid must accompany each Bid and shall be made payable to the Owner.   No bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.   All questions regarding this project and the bid package shall be submitted to the Purchasing Department via purchasing@apgov.us by 4:00 pm on Tuesday, August 4, 2026. Responses will be coordinated with the Project Engineer and posted on the www.centralauctionhouse.com web site by 5:00 PM on Thursday, August 6, 2026.             A Mandatory Pre-Bid Conference(s) will be held on Thursday, July 30, 2026, at the Governmental Complex Conference rm 109/110- Located at Governmental Complex 615 E Worthey Rd, Gonzales, LA 70737 at 10:00 am. Only those in attendance at the pre – bid meeting will be considered responsive bidders. The pre-bid meeting may include a non-mandatory visit to the project site.   In addition to paper bids, electronic bids and electronic bid bonds for the following project will be downloaded by the Ascension Parish Purchasing Department. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Ascension Parish Purchasing Department, 615 E. Worthey, Gonzales, Louisiana, mailed certified mail and must be received no later than the bid opening.     All addenda, Amendments, Letters of Clarification, and Withdrawal Notices will be posted online in addition to electronic copies being distributed.
