AI Contract Overview

The U.S. Department of Commerce, through NOAA’s Eastern Region Acquisitions Division, plans to award a sole source contract to AAK Power Supply Corporation for 200 units of a specific 5V power supply, Part Number CT15.15-.3SP, designated for use with ASOS Visibility Sensors. This item, identified by ASN S100-2MT5A1PS1 and NSN 6130-01-390-2211, is required for replacement and maintenance at the National Logistics Support Center in Grandview, Missouri. The decision to proceed without competition is justified by the manufacturer’s confirmation that no authorized distributors exist and that all fielded systems demand an exact match to ensure operational integrity; any substitution would compromise system performance, necessitate full retesting, and incur significant delay and cost. Only the specified power supply is deemed acceptable for continued mission readiness. Contract award is contingent upon the vendor’s active registration in the System for Award Management, and no awards will be made to unregistered entities. This action is posted as a special notice, not a solicitation, and firms wishing to challenge the sole source determination may submit supporting documentation in writing by the deadline of June 6, 2026, to Tyran Claypool at tyran.claypool@noaa.gov. Oral responses are not accepted. The government retains full discretion to determine whether to reopen competition based on received submissions; if no valid alternatives are provided, the contract will be awarded directly to AAK Power Supply Corporation. The NAICS code for this procurement is 335999, and the solicitation number is 142082-26-0301.

The U.S. Department of Commerce (DOC), National Oceanicand Atmospheric Administration (NOAA), Eastern Region Acquisitions Division, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with AAK Power Supply Corporation, 73 Newton Road #2, Plaistow,NJ, 03685 for 200 each 5V Power Supply for the ASOS Visibility Sensor, Part Number CT15.15-.3SP, ASN:S100-2MT5A1PS1 NSN:6130-01-390-2211 for The National Logistics Support Center In Grandview, MO.

Sole Source Justification
The manufacturer confirmed there are no authorized distributors of this power supply. All spares for fielded equipment in this program are required to be identical to theitem which is currently in use in the field. It is not possibleto substitute for this item as introducing a different power supply could adversely impact the performance of the visi-bility sensor and this would adversely impact system availability. This part must be identical to what is in use to be avalid replacement. Acceptance of any item other than the original equipment would require that testing be completely reaccomplished. This is not acceptable, as it would require significant funding and time to accomplish. For this reason, only the specified power supply is deemed acceptable at this time.

Special Notice
This is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed power supply may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to tyran.claypool@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or notto conduct this procurement on a competitive basis. A de-termination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to AAK Power Supply Corporation.

DOC, Eastern Region Acquisition Division requires that allcontractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. For additional information and to register in SAM, please access the following website: www.sam.gov.
