The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a sole-source firm-fixed price purchase order using simplified acquisition process to Stratus Systems, Incorporated (Inc.), 7550 Highway 23, Belle Chasse, LA 70037 for engineering services to review and validate engineering drawings for support of Vehicle Power (VP) Kits to be integrated into the USMC Assault Amphibious Vehicle (AAV) Emergency Egress Lighting System (EELS). The intent is to properly identify drawings as source control, vendor item control, or mono-detail; note the limited data rights with respect to the Stratus-developed electronics; and provide enough technical detail on the drawings so provisioning may be completed. This purchase is unsuitable for full and open competition for the following reasons. Stratus Systems, Inc. is the Original Equipment Manufacturer (OEM) and only source that can technically supply the required AAV EELS and VPM engineering data because of their unique and in-depth knowledge of the system proprietary design. The period of performance shall be 150 days from award date. Est $40,135.00. NAICS Code 541330 applies. PSC is R425.
