The United States Army Contracting Command Detroit Arsenal is soliciting a single one-time buy Firm-Fixed Price contract for the procurement of the Spotting Instrument, identified by National Stock Number 1260-01-591-9280 and part number 19200, under a total small business set-aside as defined by FAR 19.5. This procurement is governed by a comprehensive Technical Data Package with distribution code “C,” accessible only to U.S. Government agencies and authorized contractors under the United States/Canada Joint Certification Program, which requires mandatory JCP certification prior to accessing technical data. Proposals must be submitted electronically by the deadline of June 1, 2026, to the Contract Specialist, with no alternative submission methods accepted, and must strictly adhere to formatting guidelines including font size, file type, and naming conventions. The offeror must be certified as a small business, and while no pricing details are specified in the solicitation, the evaluation will prioritize price as the dominant factor, with delivery schedule as a secondary consideration, enabling a best-value trade-off determination rather than a lowest price technically acceptable approach. Performance is required at the destination, specifically at DLA Distribution Anniston, Alabama, with delivery timelines tied to contract award date for each line item, including a 100-day delivery requirement for 120 units under CLIN 0002AA. Compliance with stringent packaging and marking standards is mandatory, including MIL-STD-2073-1, MIL-STD-129, and MIL-STD-130 for Unique Item Identification, with all unitized shipments over 50 cubic feet required to be palletized on 40x48 inch 4-way pallets. Packaging must pass ASTM D4169 Distribution Cycle 18 testing at Assurance Level II, and wood packaging must comply with ISPM 15 heat treatment standards. First Article Testing is required unless waived, with acceptance criteria governed by MIL-STD-1916 and engineering controls aligned to SAE-EIA-649-1. Invoicing must be performed electronically through Wide Area WorkFlow, and the contractor must adhere to all applicable FAR clauses including Buy American provisions, whistleblower protections, cybersecurity prohibitions on Kaspersky and ByteDance technologies, and ethical conduct requirements. All deliverables, including first article units and inspection equipment certifications, must be accompanied by proper documentation in approved formats such as DD Form
