AI Contract Overview
The United States Army Contracting Command Detroit Arsenal (ACC-DTA) is soliciting a single one-time firm-fixed-price (FFP) contract with a 100% option for the procurement of the Assembly, Elevation Bar (National Stock Number 1260-01-591-9280, part number 19200), also referred to as a Spotting Instrument, as part of the M205 tripod system. This procurement is a total small business set-aside under FAR 19.5, directed specifically at qualified small businesses capable of meeting manufacturing, testing, and export-control requirements. Access to the Technical Data Package (TDP)—coded for restricted distribution to U.S. Government agencies and authorized contractors—is contingent on obtaining certification under the U.S./Canada Joint Certification Program (JCP) due to the export-controlled nature of the technical data involved. Prospective contractors must submit a signed offer and demonstrate compliance with small business representation requirements, the nonmanufacturer rule, prior government manufacturing experience (if applicable), and capabilities to perform First Article Testing (FAT). Submissions must include business type designations, certifications such as DD Form 2345 for handling military critical technical data, and certifications for export control access. The contracting office, located at the Detroit Arsenal in Warren, MI, is responsible for contract administration, with Richard Hall as the primary contract specialist managing communications and submissions via email. The solicitation imposes strict confidentiality and proprietary data marking protocols to protect sensitive information and requires clear demonstration of manufacturing capacity, lead times, and quality assurance processes. Although specific pricing, contract value details, and delivery schedules are not provided, the overall scope focuses on establishing contractor capability for a potential multi-year procurement as indicated in associated sources sought notices. The contract does not specify shipping terms or detailed performance periods but requires compliance with government inspection criteria primarily through FAT oversight. The solicitation emphasizes adherence to security clearances, export controls, and data handling regulations throughout the procurement process, underscoring its technical complexity and regulatory compliance demands for successful small business participants.
