The National Park Service is conducting market research to identify capable commercial sources for a project assessing native fish populations in the South Fork Hoh River. The objective is to obtain concurrent 360-degree panoramic imagery from a water vessel, integrated with water quality and sonar data. This technology will be used to create a street-view style virtual tour of the river, allowing biologists to map fish species and habitat features through synchronized, georeferenced surface and sub-surface imagery. Interested parties must submit a capability statement, three customer references, and detailed company information, including their status relative to NAICS Code 541370. This is a Sources Sought notice intended solely for market research to determine if a competitive procurement is possible and whether the acquisition should be set aside for small businesses. It is not a request for quotes or a solicitation for offers, and responses must be submitted to the designated point of contact by June 15, 2016.

PRODUCT DESCRIPTION: Olympic National Park biologists are assessing native fish populations in the South Fork Hoh River through riverscape surveys that spatially map fish species and habitat from the headwaters to the river mouth during summer, 2016. The need is to obtain concurrent 360 degree panoramic camera imagery from a water vessel including water quality (pH, Dissolved Oxygen, water temperature, and sonar data from the South Fork Hoh River. The data and photographs must be collected simultaneously and synchronized with accurate georeferenced location information. Additionally, the information will be disseminated and communicated to the public via a virtual tour of the river. Services must meet following criteria: 1) Continuous surface-level panoramic imagery that is HD resolution or better; 2) Zoom capability that will enable identification of riverine vegetation; 3) Integrated, Geo-Tagged Sub-surface imagery captured simultaneously with surface-level panoramic images; 4) Embedded tools that enable moving up and down the river with sequential image-to-image & rapid navigation from the surface level; 5) Integrated aquatic data access, upload and presentation; 6) Feature tagging that allows Geo-Tagging of fish and habitat; 7) Web-based delivery to desktop and mobile devices, with the ability to present virtually. POINT OF CONTACT: The point of contact for this Announcement is: Wayne Owens, (509) 754-7817 or email at wayne_owens@nps.gov.
