The contract requires two primary service lines: facility-based destruction of up to 70,000 pounds of ammunition and on-site mobile destruction of up to 15,000 pounds annually, with additional cost-based line items for shipping supplies, travel, and emergency logistical support spanning the option years. Performance must occur at a facility within the Continental United States that meets strict security standards including interior motion detection and video surveillance, and all personnel must be non-FFLs and free from legal prohibitions on possession. Contractors must comply with Department of Transportation regulations for hazardous material shipping, specifically 49 CFR § 173.63, and ensure all ammunition is marked with its CATS ID and date of ATF custody directly on the asset or container. Invoicing must be submitted monthly via the Invoice Processing Platform with full CLIN-level detail, supporting documentation, and service reports, with payments withheld for nonconforming or late deliverables.
