This contract is a Firm Fixed Price Request for Quotation issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives under the Department of Justice for the processing, transportation, storage, and disposal of seized property and evidence, designated under NAICS code 493110. The acquisition is 100% set aside for small businesses in accordance with FAR 19.5 and incorporates provisions and clauses by reference, including critical deviations to FAR 52.212-4 and FAR 52.204-10 that require pass-through of cybersecurity and security obligations to subcontractors and cloud service providers, as well as enhanced reporting requirements. The performance period spans a base year from July 1, 2026, through June 30, 2027, with four optional one-year extension periods through June 30, 2031, and requires contractor facilities to be located within the continental U.S. and no more than 30 miles from an ATF Field Office unless a variance is approved. Contractors must maintain secure, permanent storage facilities with running water and restrooms, utilize alarmed Conex containers meeting specified standards, and assume full legal and financial responsibility for assets from pickup through final disposal, with strict inventory tracking using CATS ID and ATF Case Numbers.
