The Ministry of Assisted Living and Social Services (ALSS), Procurement & Resource Management, is seeking proposals from multiple qualified Proponents to provide Work Based Learning (WBL) Services to Albertans located in Red Deer, Whitecourt and Grande Prairie. WBL is defined as job specific experience offered in a protected environment that replicates workplace tools and situations, processes that offer realistic hands-on opportunities to practice, reinforce and grow the technical skills, employability skills, soft skills and social skills required to successfully obtain and maintain employment for an industry specific job. WBL programs must have strong relationships with local employers and industry, including employer contributions. For clarity, this RFP is a Contract selection process and is not intended to be considered a solicitation pursuant to Alberta Government’s Procurement and Sole Sourcing Directive or other trade agreement obligations. This RFP serves to provide contract funding to entities that align with the goal and intent of this initiative as determined at the discretion of the Province. Proponents are invited to submit proposals for the provision of Work Based Learning Services in accordance with the specifications and terms and conditions set out in this RFP. Proponents are advised to pay careful attention to the wording used throughout this RFP. Failure to satisfy any term, condition or requirement of this RFP may result in rejection of the Proposal. All questions and any form of communication between the Proponents and the Province in relation to this RFP must be submitted in writing via email to prmnorth.rfp-proposals@gov.ab.ca quoting the RFP number (as identified on the front page of the RFP) by January 30, 2026. Questions received after this time will be answered at this discretion of the Province. All questions and responses will be documented and will be posted on the APC website.
