NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

NOTICE OF INTENT TO SOLE SOURCE

Telestra Systems, manufactured by Advanced Simulation Technology, Inc. (ASTi), are currently being used by the Joint Simulation Environment (JSE)  Integration Lab. Telestra Systems Audio Distribution and Headsets are required to aid in the deployment of Joint Simulation Environment (JSE). Telestra is required for commonalty within JSE program from Pax River to SIMAF Wright Patterson AFB, Edwards and Nellis, and is already deployed at Pax and SIMAF; JSE Edwards/Nellis is emulating Pax River's current lesson learned, shared spares between locations and in house software development.

The current system was purchased under contract FA9302-19-F-5063 for $120,621.20 and FA9302-22-F-G574 for $30,544.72. It would be cost ineffective to uproot the current system and replace it in order to avoid purchasing Software and AI Maintenance Subscription for 36 months at the base cost of $23,628.00. In addition, it would create unnecessary down time for the JSE and interrupt their current mission critical testing so that a new system can be installed. Down time would also be needed to train the JSE users on the new system which is an additional unnecessary cost in time for the Government.

ASTi retains full copyright for all Telestra and Voisus hardware, software and documentation provided with the system, as well as intellectual property rights represented by ASTi's unique configuration of commercially available hardware and software components. The government is not currently entitled to any form of data rights from ASTi as their software and hardware (ASTi runtime and development environments, modeling and configuration abilities, and additional software features, packages, and libraries licensed, purchased, or provided for use with our licensed ASTi System) is 100% proprietary.

Scope of Work

The 445th Test Squadron (EWJ) requires ASTi Software & AI Maintenance Subscription for the current Telestra Systems used by the Joint Simulation Environment (JSE) Integration Lab. This acquisition would renew the Software and AI Maintenance subscription purchased in 2023 and would cover five systems under one contract: two development platforms (Serial Numbers: 61235 and 61249) and three additional systems (Serial Numbers: 56696, 56697 and 54041).

Market Research

ASTi confirmed the sole source nature of this requirement via email on 16 July 2026. ASTi stated they are the sole provider of this service with no verified resellers.

Instructions to Interested Parties

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Sole Source - Combined Pre-solicitation Parachutist Oxygen System
Solicitation # FA930226Q0132
The Department of War, through the AFTC/PZZG contracting office, is seeking the procurement of CST Parachutist Oxygen Systems for Edwards Air Force Base. This requirement specifically covers Eaton PHANTOM Parachutist Oxygen Mask Assemblies, including ground boosters, microphones, gaskets, and associated accessories. These systems are critical life-support equipment used for high-altitude military free-fall and static-line parachuting operations in environments reaching 35,000+ feet MSL. Due to the extreme safety risks associated with hypoxia and operational failure, the government intends to negotiate on a sole-source basis with Mission Systems Orchard Park Inc (Eaton Corporation), as they are the only provider certified on the USAF Personnel Parachute Program Approved For Use List in accordance with Air Force Instruction 10-3503. The solicitation is issued as a combined synopsis and notice of intent for commercial products under NAICS code 336413. The procurement is unrestricted, and the delivery terms are set as FOB Destination. Payments will be processed electronically via the Wide Area WorkFlow system. Interested parties must submit capability statements or quotations by September 15, 2026, although the government maintains the discretion to proceed with the sole-source award based on the critical safety certifications required for the PHANTOM system. The acquisition incorporates standard FAR and DFARS clauses for commercial items, including specific requirements for system registration and the prohibition of certain internal confidentiality agreements.
