The Defense Advanced Research Projects Agency (DARPA) awarded this contract for Phases 2 through 4 of the Anti-Submarine Warfare (ASW) Continuous Trail Unmanned Vessel (ACTUV) program. The primary objective is to design, construct, and demonstrate a prototype unmanned surface vessel capable of independently deploying for the continuous overt trail of threat submarines. Based on trade studies conducted in Phase 1, the contractor will utilize a trimaran platform incorporating advanced sensors, autonomy, and software to provide game-changing ASW operational capabilities and remote supervisory control. The scope of work is divided into seven key tasks, including system design and risk reduction, software development and documentation, procurement of long-lead materials, vessel construction, and system trials. Additionally, the contractor is responsible for supporting at-sea government testing, operations, maintenance, and logistics. Due to the sensitive nature of the autonomy algorithms and operational capabilities, the contract requires a Secret level facility clearance and strict adherence to security classification specifications regarding classified information and public release restrictions.

Intrinsic Market Resilience (IMR)
Solicitation # DARPA-PS-26-138
The Intrinsic Market Resilience (IMR) program, solicited by the DARPA Information Processing Techniques Office under DARPA-PS-26-138, is a 32-month initiative spanning Fiscal Years 2027 through 2029. The program aims to protect essential U.S. economic sectors from systemic risks and adversarial attacks targeting the public interfaces of modern electronic markets. By combining Large Language Model (LLM) automation with rigorous mathematical modeling, IMR seeks to develop tools that automatically translate informal regulatory and technical specifications into formal models to identify hidden weaknesses and recommend structural repairs. The work is divided into three technical areas: TA1 focuses on modeling and analysis, TA2 on resiliency and repair, and TA3 on establishing test and evaluation frameworks to validate the outputs of the first two areas. This procurement is conducted as an Other Transaction (OT) for Prototype Agreement under 10 U.S.C. 4022, with anticipated award ranges of 4.5 to 5 million dollars for TA1, 2.5 to 3 million dollars for TA2, and 5 to 6.5 million dollars for TA3. Eligible participants include small businesses, nonprofit research institutions, and nontraditional defense contractors. Proposers must adhere to strict security requirements, including CMMC Level 1 compliance at award and CMMC Level 2 status or a detailed compliance plan. All information must be handled according to NIST 800-171 and DFARS 252.204-7012 standards. Evaluation is based on technical approach, qualifications, technology transition viability, price, and security, with a particular emphasis on innovation and the feasibility of the proposed technical solution.
