Services Required ATB is seeking a strategic Design Partner to lead the creation of our new headquarters at the Suncor Energy Centre. The successful Proponent will serve as the Prime Consultant, providing comprehensive Architectural and Interior Design services. Crucially, the Prime Consultant will be responsible for engaging, coordinating, and managing all sub-consultants required to deliver a fully integrated project. This includes, but is not limited to, Mechanical, Electrical, and Structural engineering services. The Proponent will act as the single point of contact for ATB, ensuring all disciplines are aligned with the project vision and delivered on an accelerated schedule. SCOPE OF SERVICES 1. The Prime Consultant Model ATB requires a single point of responsibility. The successful Proponent will act as the Prime Consultant, providing full Architectural, Interior Design and Engineering services and retaining/managing all necessary sub-consultants, including but not limited to: Mechanical & Electrical Engineering: Assessment of base-building systems at Suncor Energy Centre, design of tenant distribution (HVAC, lighting, power, data), and energy modeling if required. Structural Engineering: Assessment of floor loading for high-density areas (filing, vaults) and design for internal staircases or slab penetrations. Specialty Consultants: As required for Acoustics, Building Code, Sustainability. Coordination with ATB: Coordination with ATB’s internal teams or third parties for IT/AV, Security, and Branding/Signage. 2. Phased Deliverables The Prime Consultant will lead the project through the following phases: Phase 1: Pre- Design: Mobilization & Validation Site verification and review of existing Suncor Energy Centre base-building drawings and constraints. Validation of the "Future of Work" programming requirements provided by ATB, with additional needs assessments to be attended by this consultant. Establish initial project timelines and create a detailed Project Schedule aligned with ATB’s move-in dates. The project will be phased moves and phased construction, obtaining half of the floors on December 1, 2026 and the next half in 2027. Phase 2: Programming & Concept Development Space Planning: Integration of existing Stacking Plans, Block Plans and Test Fits; optimizing flow, function, and density, including furniture layouts to prove program viability. Look & Feel: Creation of mood boards, material palettes, and 3D conceptual renderings to visualize the design intent. Engineering Feasibility: High-level review of mechanical, electrical and structural capacity to ensure the concept fits the building infrastructure. Phase 3: Schematic Design (SD) Finalized floor plans and reflected ceiling plans. Preliminary engineering layouts for HVAC zoning, lighting controls, and power distribution. Preliminary furniture strategy and coordination with furniture dealers as well as coordination of existing ATB furniture that will be part of the relocation strategy. Phase 4: Design Development (DD) Fully coordinated architectural and engineering drawing sets. Detailed interior elevations, millwork details, and finish schedules. IT/AV Integration: Coordination of power and data locations to support meeting room technology and workstations. Updated Class B Cost Estimate support. Phase 5: Construction & Permit Documents (CD) Complete, sealed, and tender-ready drawings and sheet specifications (Architectural, Mechanical, Electrical, Structural). Submission of Building Permit application to the City of Calgary. Documented internal quality control review to minimize site conflicts. Phase 6: Tender Support Supporting ATB during the tendering of construction management services through a separate competitive procurement process. Preparation and coordination of tender-ready design documentation to support the construction management procurement. Participation in constructability reviews and tender-related meetings as requested by ATB. Phase 7: Contract Administration (CA) & Closeout Site Services: Regular site visits to monitor progress and general conformity with the design. Submittals: Review of shop drawings, samples, and mock-ups. Closeout: Generation of deficiency lists, review of O&M manuals, and provision of Record Drawings (As-Builts) in AutoCAD format. Please note, this RFP is limited to the provision of professional design services only. Construction management services, including procurement and management of sub-trades, are out of scope for this RFP. Following the completion of design development and construction documentation, ATB anticipates proceeding to market under a separate RFP to engage construction management services. The construction manager engaged through that future procurement will be responsible for going to market for subtrades. The successful Design Partner will be expected to support ATB through the design phases and coordinate, as required, with the future construction manager to support constructability reviews, tender readiness, and continuity through project delivery.
