Atherton Channel Flood Control Maintenance Project (Notification of Lake or Streambed Alteration, No. EPIMS-SMO-56435-R3

The California Department of Fish and Wildlife has authorized the City of Menlo Park to conduct annual maintenance on the Atherton Channel, a 10- to 15-foot-wide, rock-lined, trapezoidal engineered channel located in San Mateo County, under EPIMS Notification No. EPIMS-SMO-56435-R3, as required by Section 1602 of the Fish and Game Code. The work is strictly limited to the manual removal of ruderal herbaceous vegetation from the channel banks using hand tools such as chainsaws and machetes; no tree removal, sediment disturbance, or mechanical excavation beyond the defined scope is permitted. Removed vegetation is loaded into covered trucks via manual labor, a lift, or a truck-mounted clamshell bucket and transported approximately two miles to a designated construction yard where it is placed in dumpsters for final disposal by Recology. Accumulated vegetative debris near the downstream culvert is also cleared using the same methods, with all material handled from above the bank to prevent unintended channel disturbance. The project operates under a categorical exemption from environmental review per California Code of Regulations Title 14, Section 15304(g), acknowledging its minor, non-invasive nature. Performance occurs annually, with no fixed start or end date, and is subject to regulatory oversight by the CDFW Region 3 - Bay Delta office.
