The City of Watsonville is implementing Phase II of the Atkinson Lane Integrated Flood Management and Watershed Restoration Project, focusing on the construction of a vegetated bioswale and wetland retention basin. This initiative aims to enhance water quality within the Atkinson Wetland Complex through stormwater capture and infiltration, while simultaneously reducing flood risk by improving the complex's ability to attenuate floods. The project involves grading, the installation of erosion control, and the integration of the bioswale into the city's existing storm drain system via an 18 inch pipe. To ensure ecological integrity, the project includes revegetation with native wetland and riparian plants and the restoration of all temporarily impacted areas. The project is funded by a 545,000 dollar grant from the Regional Water Management Foundation and is targeted for construction in the summer of 2027. It is being executed in collaboration with Phase I Habitat Enhancement and operates under a Categorical Exemption for small habitat restoration projects. To protect native wildlife and their habitats, the city will implement strict protective measures, including worker training, pre-work surveys, and daily monitoring. Primary coordination is managed by the CDD Director for the City of Watsonville and the Senior Conservation Project Manager from Watsonville Wetlands Watch.

The proposed project includes construction of a vegetated bioswale and wetland retention basin and revegetation with native plants. The bioswale has been designed to improve water quality within the existing Atkinson Wetland Complex through stormwater capture and infiltration while also providing flood-risk reduction by enhancing the ability of the wetland complex to attenuate floods. The bioswale will tie into the City’s storm drain system at the outfall of an existing 18” storm drain pipe. Work will involve grading to create the new swale and retention basin, revegetation with native wetland and riparian plants, and installation of erosion control. Phase II construction will be implemented in collaboration with the Phase I Habitat Enhancement. All temporarily impacted areas will be restored with native plants upon project completion. Protective measures including worker training, surveys prior to work commencement, and daily monitoring will be implemented to ensure that project activities will not result in adverse impacts on any native wildlife species or their habitats.
