Sacramento County’s Department of Health Services, Behavioral Health Services, is seeking qualified providers to deliver the ATLAS program, an integrated outpatient behavioral health service model tailored for children and youth under 21. The County intends to award multiple contracts to providers capable of fully implementing the five interrelated components of the ATLAS model: Specialty Mental Health Services (SMHS), Therapeutic Behavioral Services (TBS), Early Intervention, Outreach and Engagement, and Flexible Stabilization Supports. Each contract requires full delivery of the complete model as a coordinated program over a five-year period; partial proposals or contracts for individual components will not be accepted. The services focus on comprehensive clinical treatment, intensive behavioral interventions, early behavioral health support, administrative outreach for re-engagement, and supportive services that address social and environmental challenges to stabilize and engage youth in care. The program funding comes from a combination of Medi-Cal, Behavioral Health Services Act, California Advancing and Innovating Medi-Cal initiatives, and county-authorized supportive services, with each component linked to specific funding sources and regulatory attachments. Providers must demonstrate capacity to deliver evidence-based practices across clinical treatment, crisis intervention, care coordination, and community outreach aligned with the County’s vision of promoting optimum wellness and holistic recovery for diverse populations. The initiative emphasizes cultural competence, equity-informed engagement, and the integration of flexible support services to reduce barriers and improve access for underserved youth. The solicitation closes on June 11, 2026, and the County promotes values including honesty, respect, innovation, diversity and inclusion, and excellence in the delivery of high-quality behavioral health services.
