COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2005-95, DPN 20161222, and NMCARS 13-14 This solicitation, N00173-17-R-ST02, is issued as a Request for Proposal (RFP). The associated small business size standard is 1,000 employees. NRL has a requirement for a high resolution AFM designed for the measurement of a range of biological samples. This instrument is intended to serve a multiple user environment to produce cutting-edge research at the cross-section of biological materials and nanomaterials. It is to be integrated with a Nikon Ti-U inverted optical microscope which provides imaging for cellular samples which are difficult to locate with standard AFM optics. The instrument in addition to measuring cellular samples must also be able to measure biological nanomaterials, e.g. DNA, Proteins etc, and well as nanoparticles and nanoscale biologicals on the surfaces of live cells. The integration of the AFM camera and the microscope camera is critical to optimal usage as a multi-user instrument. Further all samples will need to be able to be measured in fluid in a closed or open configuration. The closed configuration will allow for fluid exchange. The instrument must be capable of heating the stage up to 40 C to allow for live cell imaging. We require the ability to make fast scanning measurements in the liquid phase in order to measure the movement of the nano materials and cellular samples. .
