ATS Generator Installation

This is an emergency procurement by the Texas Department of Transportation for the removal of an existing 4000A automatic transfer switch (ATS) and its replacement with a new 2500A ATS, along with all associated electrical and structural components necessary for full system integration. The scope includes installation of new wiring, an auxiliary rack-mounted 480V panel, a 208V transformer and panel, temporary power for the ATS humidifier, storage and cleaning of the switching mechanism and reracking, all new conduits, an above-grade Hoffman junction enclosure, cold shrink compression splice kits for above-ground feeder extensions, and a northside concrete extension. The work must be completed at the TxDOT Houston District Headquarters located at 7600 Washington Ave., Houston, TX 77707, with all materials and equipment required to be new, in first-class condition, and compliant with OSHA standards and listings from UL, FMRC, or NEMA. Installation must adhere to F.O.B. destination terms, meaning the vendor retains title until delivery and all freight charges are included in the quoted price. The contract is a firm fixed price and will be awarded based on best value, with past performance serving as a mandatory pass/fail gate—failure to meet criteria such as a vendor performance score below C, an active corrective action plan, repeated negative reports, or prior contract cancellations for non-performance will result in disqualification. Evaluation also considers purchase price, technical compliance, installation costs, life cycle costs, quality, delivery terms, vendor performance indicators, employee training costs, agency productivity, and administrative impact, though specific weightings are not disclosed. Contractors must submit responses by 3:00 PM Central Time on August 11, 2026, exclusively to krista.laird@txdot.gov, in PDF format for general content and Excel for pricing schedules, with a maximum file size of 20 MB unless delivered via secure file transfer. Submissions must be signed by an authorized representative, include the vendor’s EIN, full legal name, and address, and cannot be sent via CC or BCC. The contract may be renewed up to three additional times at TxDOT’s sole discretion, and all intellectual property developed during performance is owned exclusively by TxDOT. The vendor must carry commercial general liability insurance of at least $600,000 per occurrence, commercial automobile insurance of $600,000 combined single limit or $2
