ATS Generator Installation

This is an emergency solicitation by the Texas Department of Transportation for the removal of an existing 4000A automatic transfer switch and its replacement with a new 2500A automatic transfer switch, along with all associated electrical infrastructure including wiring, an auxiliary rack-mounted 480V panel, a 208V transformer, a 208V panel, temporary power for the ATS humidifier, storage and cleaning of the switching mechanism and rerack, new conduits, an above-grade Hoffman junction enclosure, cold shrink compression splice kits for above-ground feeder extension, and a northside concrete extension. The work must be performed at TxDOT Houston District Headquarters located at 7600 Washington Ave., Houston, TX 77707, and must comply with OSHA standards and require equipment to bear UL, FMRC, or NEMA listings. All goods must be new, in first-class condition, and properly packaged; damaged materials will be rejected at no cost to TxDOT. The contract is a firm, fixed-price solicitation issued as an Invitation for Bid, with responses due by August 11, 2026, at 3:00 PM Central Time, and must be submitted exclusively via email to [email hidden] in PDF format for general content and Excel for pricing schedules, not exceeding 20 MB unless transmitted through a managed file transfer service. Responses must include the solicitation number and company name in the subject line, be signed by an authorized representative with binding authority, and contain the vendor’s EIN, full name, and address. The solicitation is subject to TxDOT’s Terms and Conditions dated August 2025 and authorized by Government Code Title 10, Subtitle D. Past performance is a pass/fail gate; failure to meet minimum standards disqualifies the respondent. Award will be based on best value, not lowest price, with consideration given to purchase price, technical compliance, installation and life cycle costs, quality, delivery terms, and vendor performance indicators. The contractor must provide commercial general liability insurance of at least $600,000 per occurrence, commercial automobile insurance meeting specified limits, and workers’ compensation insurance with a waiver of subrogation in favor of TxDOT. Employees with access to TxDOT systems must complete approved cybersecurity training, and the vendor must use E-Verify. All intellectual property developed under the contract is owned exclusively by TxDOT.
