Matsushima JASDF Base Storage Shelter
Solicitation # FA502526RB006
The 356th Expeditionary Theater Support Group is soliciting design-build construction services for the RBCP Storage Site at Matsushima JASDF Base, Japan. The project involves the design and construction of four 450 square meter membrane-shelled pre-engineered buildings for warehouse storage, including associated infrastructure such as underground utilities, paving, storm drainage, and fencing. The estimated contract value ranges between $1,000,000 and $5,000,000 USD, and the contract will be awarded on a Firm Fixed Price basis. The performance period requires the contractor to begin work within 40 calendar days of the award and complete all requirements within 294 calendar days. All structures must meet stringent Japanese requirements for wind, snow, and seismic loadings, and the design must adhere to US Standards, UFCs, or superior Japanese equivalents. A critical requirement for this solicitation is that the Prime Contractor, or the lead entity of a Joint Venture, must hold a valid Japanese Construction License at the time of proposal submission. This is a mandatory pass/fail threshold requirement, and subcontracting a license to satisfy this condition is strictly prohibited. Proposals must be submitted in English and organized into two volumes: a Technical Proposal (limited to 20 pages) and a Price Proposal (limited to 5 pages). The technical evaluation will use a Best Value Trade-off methodology, where the technical factor is considered significantly more important than price. The official deadline for proposal submission is September 11, 2026, at 09:00 AM JST. Offerors with submissions exceeding 10MB must request a DoDSAFE link at least 48 hours prior to the deadline.
