Full Description

The Forest Service, Pacific Southwest Region 5 AQM, intends to execute a sole source contract to Air Comm, Inc., under authority 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-(b)(1)(i). Soliciting from a single source and no other supplies or services will satisfy agency requirements. The Government has a requirement to upgrade existing Wildland Fire Training and Conference Center (WFTC) Audio Panel Channels from five channels to eight channels. Conducting a source selection at this time would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Forest Service's requirements. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether to conduct a competitive procurement in the future. This notice should not be construed as a commitment by the Government. If your company can provide the Audio Panel upgrades, as well as the installation labor and support, starting 15 September 2016, please provide a capability package to the Contracting Officer and the Contract Specialist by the response date, 12 September 2016.
