The Defense Media Activity (DMA) Contracting Office, in support of the American Forces Network-Broadcast Center (AFN-BC) intends to modify contract HQ0028-10-C-0023, Audiovisual Maintenance, to add one man-year (broadcast technologist) to perform PV Connect decoder authorization on a full time basis. This effort is currently being performed under this contract on a part time basis. Below is the revised Performance Work Statement (PWS) paragraph which changes the requirement from - assists with authorizing integrated receiver decoders (IRDs)...' to - performance authorization and suspension of integrated receiver decoders (IRDs)....'. 1.2.4 TECHNOLOGIST BRANCH OPERATIONS: (revised) The contractor operates the Technologist Branch, which provides direct Customer Service to DMA, affiliates and viewers around the world. The contractor shall provide helpdesk support, referred to as the "Technologist Helpdesk," to DMA audience members and other DMA Operations located around the world on a 24x7x365/366. The Helpdesk is located in Room 271, AFN-BC Riverside, CA. The Technologist Helpdesk performs authorization and suspension of integrated receiver decoders (IRDs) based on customer and Trusted User requests through the AFN-BC decoder authorization application, AFN Connect. The operation is located in room 271, which houses the PowerVu Graphical User Interface (GUI), an internet access computer, downlink monitoring, and the "Watch Dog" cue verification computer. Authorization requests are delivered via the AFN-BC Intranet, telephone calls, direct contacts, and email. A computer workstation is located in room 271 for email request delivery and response. Where customer internet access is unavailable or limited, Customer Service will assist customers by completing the web based entries in AFN Connect. Customer Service performs IRD deactivations largely based upon automated expiration criteria, Trusted User requests or the PowerVu System Administrator. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
