Notice Of Intent To Award Sole Source
This Is Not A Request For Competitive Quotes
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 16 (NCO‑16), hereby provides notice of its intent to negotiate and award a sole‑source, Firm‑Fixed‑Price, one‑time purchase and one‑time delivery contract to Sound & Communications, 105 Metroplex Blvd., Pearl, MS 39208. This action is taken in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 12.102(a), Restricting Competition, as only one responsible source is capable of meeting the Government’s requirements.
This procurement is for the Audio/Visual (AV) System upgrade for Montgomery Hall and the Directors Conference Room 1200‑C at the G.V. (Sonny) Montgomery VA Medical Center located at 1500 E. Any responding vendor must provide valid OEM authorization, on manufacturer letterhead, demonstrating the capability to install, modify, and maintain the existing DSP programming files and associated configurations. Failure to provide proof of authorization will result in the vendor being deemed incapable of meeting the requirement.
Interested parties must also identify proprietary data with appropriate markings and include their business size classification (large, small, small‑disadvantaged, 8(a), woman‑owned, etc.) and indicate whether the company is U.S. or foreign‑owned.
The Government will not reimburse costs incurred in response to this notice. This announcement should not be construed as a commitment to issue a solicitation or make an award. If no responses are received by Monday, August 17, 2026, at 4:00 PM CST, the Government will proceed with a sole‑source award to Sound & Communications without further notice.
