The Inter-American Foundation (IAF), in partnership with the Department of Treasury’s Bureau of Public Debt, is planning to award an indefinite-delivery, indefinite-quantity contract for audit services related to IAF grantees operating in Brazil. The contract will facilitate task orders that may be issued on a time and materials basis or as fixed-price labor hour orders. The scope of work includes conducting audits compliant with Generally Accepted Government Auditing Standards (GAGAS) and providing orientation or initial assessments for grantees receiving IAF funds. Importantly, the selected auditors must maintain a full-time physical presence in Brazil to fulfill these responsibilities effectively. This contract will be initially awarded for a base period with four additional one-year option periods, allowing for a total potential duration of five years. Interested parties are encouraged to register on the federal government's FedBizOpps website to receive notifications when the solicitation and any amendments become available. While the General Services Administration offers notification services as a convenience, it is recommended that interested offerors actively monitor the site themselves. For those without internet access, physical copies of the solicitation and subsequent amendments can be requested by fax or email. The contract opportunity emphasizes the need for qualified audit firms capable of supporting the IAF’s oversight of grant-funded projects in Brazil, ensuring regulatory compliance and effective financial management.
