Auto-Print 2 Plus

The Health and Human Services Commission of Texas is seeking a bid under solicitation HHS0017398v2 for an Auto-Print 2 Plus barcoding packaging solution to automate medication packaging and labeling at the Lubbock SSLC pharmacy. The required system includes the AP-3-115-2 Auto-Print 2 Plus unit operating on 115V, the PakEdge 2.0 Software Upgrade, a K10W176 oversized pill chute, a K10W193 capsule feed disk, and a one-year renewal of the PE-FDB Pak-EDGE UD First DataBank. Contractors must comply with a comprehensive set of state and federal regulations, including the Federal Occupational Safety and Health Act, Texas Government Code provisions on cybersecurity training, human trafficking prohibition, Buy Texas requirements, and E-Verify mandates for all employees performing work in Texas. They must maintain all necessary permits and licenses, uphold equal employment opportunity standards, and ensure packaging meets strict labeling requirements on both cartons and pallets, including description of contents, agency purchase order number, and quantity per carton. All products must be inspected upon receipt and rejected if damaged, non-conforming, reworked, or previously refused. Vendors are responsible for all costs associated with returning non-compliant items, including storage, handling, pickup, and verification testing. Bidders must submit a complete proposal including signed Exhibits A through D, with all representations accurate and current; false statements may void the contract. Entities must hold a SAM.gov Unique Entity Identifier, DUNS Number, Federal Employer Identification Number, Texas Identification Number, Texas Franchise Tax Number, and Texas Secretary of State Filing Number. Payment requires a Texas 11-digit TIN and is subject to monthly invoicing with separate invoices for each deliverable, subject to Texas Administrative Code
