Automated License Plate Reader (ALPR) Installation – Phase 2

The City of Chico is implementing Phase 2 of the Automated License Plate Reader (ALPR) Installation project in Chico, Butte County, California. The project involves the installation of seven solar-powered ALPR devices across three specific signalized locations: State Route 32 and East Avenue, SR 99 and Esplanade, and SR 99 and Southgate Avenue. These devices will be mounted on existing traffic signal and streetlight poles and will utilize cell modems for communication, ensuring that no utility connections or ground disturbances are necessary. Administrative requirements for the project include obtaining an encroachment permit from Caltrans. The project has been filed under a categorical exemption per CEQA Section 15301(c) for improvements to existing public facilities, as the installation is expected to have no significant environmental impact.
