The Department of the Treasury’s Bureau of the Public Debt, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), plans to award a contract to procure an automated Titrosampler system for its laboratory in Beltsville, Maryland. This new system will replace the current Brinkmann unit and must include a sample changer, built-in titrator, autopipetting capabilities, a CPU with software, and a printer, while supporting the transfer of existing data and sequences from the current equipment. The contract will also cover installation, a three-year warranty, training, and ongoing technical support. The Titrosampler system is essential for TTB’s mission to test alcohol and tobacco products for regulatory compliance, ensuring accurate data handling and the proper administration of excise taxes and product labeling laws. Interested vendors were invited to submit affirmative responses, accompanied by documentation demonstrating their ability to meet the specified requirements and offer terms more advantageous to the government, by a set deadline. If no suitable responses are received, the government intends to proceed with negotiating an award with Brinkmann. The procurement does not currently have a formal solicitation document, and vendors were advised to register on the federal procurement website for updates. Responses could be submitted electronically or by fax, and included requests for identifying business size classifications and existing contract vehicles. Contract specialists and officers were designated as points of contact to facilitate communication throughout the process.

Subject to final approval, The Department of the Treasury's Bureau of the Public Debt (BPD) Procurement Division, on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to make an award for a Titrosampler system for the TTB lab in Beltsville, MD. This lab currently utilizes a Brinkmann system. The Government intends to award a contract for the new equipment system, a three-year warranty, installation, and related training and technical support. Mission: TTB's mission is to collect alcohol and tobacco excise taxes; to ensure that these products are labeled, advertised, and marketed in accordance with the law; to administer the laws and regulations in a manner that protects the consumer and revenue, and promotes voluntary compliance. Nature and Description of Action: TTB's Lab has need of a new Titrosampler system to include a sample changer, built-in titrator, titrosampler, CPU with necessary software and printer, all with capabilities to accept transfer of previously acquired data and sequences from TTB's existing Brinkman titrosampler model. Capabilities for sample delivery and autopipetting are also required. This equipment is critical to TTB's mission, as there is a need for the testing, as well as transferring and maintaining existing and new data in this system. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than eight days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate an award to Brinkmann.
