The U.S. Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO) anticipates contracting on a sole source basis with Free Flight Systems, Inc., 8080 Tristar Drive, Suite 100, Irving, Texas 75063 who manufactures and sells the Automatic Dependent Surveillance - Broadcast (ADS-B) equipment compatible with U.S. Army Special Operations Aviation Command rotary wing aircraft and with existing on-board systems. NAICS: 334515 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), Size Standard: 1,250. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Free Flight Systems, Inc. owns the technical data rights for the ADS-B equipment and they are unwilling to sell the technical data package at this time. To reverse engineer or wholly replace all of these units would result in substantial duplication of cost and unacceptable delay. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
