Offerors must complete and return the Pre-Award Representations and Certifications form (ANL-70A), sign the RFQ cover page, and provide a Unique Entity ID. Personnel accessing the site must comply with PIV credential requirements under FAR 52.204-9, complete mandatory safety training, adhere to the Lab’s Code of Business Ethics, and comply with JSA procedures and gate pass policies. The contract enforces prohibitions against Kaspersky Lab products and covered telecommunications from Huawei, ZTE, Hikvision, and Dahua. Offerors must certify they have no conflicts of interest, including any financial interest over 10% held by employees or their relatives. The contract incorporates applicable FAR, DEAR, and Argonne supplemental clauses governing audits, changes, whistleblower protections, environmental safety, and data rights. - If any tariff charges will be applied to this order, the charge must be included in the unit price on the quote. We are unable to accept a tariff charge as a separate line item, as the Department of Energy considers this an unallowable cost.
