The USPS is currently researching an alternative sorting solution of an Autonomous Mobile Robot (AMR) to process Non Machinable Outside (NMO) parcels that are too large (total volume) or heavy for traditional parcel sorting equipment. This new AMR solution shall be an already developed and proven solution that can be deployed and implemented across the Postal Service with little to no infrastructure requirements outside of electrical and data connections. Please review the attachments to this SAM.gov RFI posting. Suppliers interested in responding to this RFI shall register via the USPS eSourcing portal via the following link: https://about.usps.com/what/business-services/suppliers/becoming/registration.htm. Once registration is complete, please contact Adam Steele at Adam.M.Steele@usps.gov and Andrew Hopkins at Andrew.J.Hopkins@usps.gov to confirm your registration and be added to the eSourcing RFI event. Respondents are solely responsible for being timely registered in eSourcing and must transmit their responses to the RFI via the eSourcing portal by the RFI response deadline. Any questions pertaining to this RFI should be directed to Adam Steele at Adam.M.Steele@usps.gov and Andrew Hopkins at Andrew.J.Hopkins@usps.gov no later than 5:00 PM Eastern Standard Time (EST) on Wednesday, August 7, 2024. All questions received timely will be consolidated with the USPS responses and will be provided for suppliers to review as an amendment to this RFI. The USPS will not provide separate individual responses to suppliers questions. Final submissions in response to this RFI must be received via eSourcing portal no later than 5:00 PM EST on Thursday, August 29, 2024. The requested information must be submitted electronically via PDF or PowerPoint. Amendment 1 - USPS Request for Information (RFI) - Autonomous Mobile Robot (AMR) - #3A-24-A-0054 The United States Postal Service (USPS) is amending the subject RFI to incorporate this amendment's Attachment 1, the USPS response to aggregated questions from potential RFI respondents. USPS responses to respondent questions are listed in blue font color under the attached document titled "RFI Questions". There is no change to the August 29, 2024 due date for responses at this time. Please submit your response to the RFI in writing to the Purchasing and Supply Management Specialist, Adam Steele at Adam.M.Steele@usps.gov, and the Contracting Officer, Andrew Hopkins at Andrew.J.Hopkins@usps.gov, no later than 5:00 PM Eastern Standard Time (EST) on August 29, 2024 as described in the original RFI.

FY2027 USPS OIG Broad Agency Announcement
Solicitation # 6HQOIG-27-A-0001
The FY2027 USPS OIG Broad Agency Announcement (solicitation 6HQOIG-27-A-0001) seeks proposals for professional, consultant, and support services to assist the Office of Inspector General. The scope of work includes providing specialized expertise to support various OIG components, such as the Office of Investigations, Office of Audit, and Office of the Chief Information Officer. Key deliverables include hourly labor, reports, training materials, and bi-weekly status reports. The OIG utilizes a best-value contract award process based on a trade-off judgment between price and technical value, with non-price criteria rated as acceptable or unacceptable. Proposals are accepted on a rolling basis through September 30, 2027, and may result in multiple awards with periods of performance ranging from one to five years. Notably, the USPS OIG does not fall under the purview of the Federal Acquisition Regulation (FAR) and is not subject to standard small business set-aside rules, though it incorporates the Postal Service’s Supplying Principles and Practices. Contract types may include Time-and-Materials, Labor-Hour, or Firm Fixed Price. Suppliers must ensure personnel meet suitability determinations and adhere to strict prohibitions against possessing firearms on Postal Service property. For contracts valued at $150,000 or more, holders must comply with the Vietnam Era Veterans' Readjustment Assistance Act. Subcontracting requires prior written consent from the OIG Contracting Officer, and all work products must meet OIG quality control standards prior to payment.
