(ATI) for preventative maintenance and training services for the Giant Voice Mass Notification System under FAR 12.102(a), which authorizes the acquisition of commercial products and services without competition. Key personnel must be designated, available Monday through Friday in EST time, and contractors must adhere to security protocols including access authorization by U.S. or host nation authorities, with no DoD clearance required but strict good standing obligations. Invoices must be itemized and submitted electronically to the Contracting Officer or Contracting Officer Representative, though specific payment systems are not mandated. Attachments include system layouts, logical diagrams, pole configurations, and OEM price lists, but no formal FAR clauses, evaluation factors, or cost estimates are provided. The notice allows for public comment until June 7, 2026, via email only to two designated points of contact, with any responses required to demonstrate compelling evidence that competition would benefit the government—otherwise, the sole source award will proceed at the government’s sole discretion.
