Aviation Maintenance – Hangar A & B Improvements

Fletcher Technical Community College is soliciting bids for improvements to Aviation Maintenance Hangars A and B in Houma, Louisiana. The project is funded via CDBG-DR (RCIP Project No. 55LDRC7801) and focuses on critical infrastructure upgrades, specifically the installation of a complete building grounding electrode and equipment grounding system, as well as aircraft hangar static grounding systems at both locations. The scope includes the installation of static grounding receptacles, interconnecting conductors, and supplemental electrodes, all of which must be identified with weather-resistant labels and verified through detailed test reports. The contract also allows for optional alternates, including a new 5-ton overhead crane in Hangar B and an aluminum walkway cover for Hangar A. The contract will be awarded to the low bidder based on the sum of the base bid and any accepted alternates. Bidders must submit their proposals using the Louisiana Uniform Public Work Bid Form and include bid security amounting to five percent of the total bid. Mandatory requirements include a pre-bid conference on October 8, 2026, with sealed bids due by October 20, 2026. The successful contractor must maintain an active Unique Entity ID (UEI) and comply with various federal and state regulations, including the Davis-Bacon Act for wage standards, Section 3 employment and training requirements, and the Civil Rights Act of 1964.
