The U.S. General Services Administration, through the Federal Acquisition Service and Technology Transformation Services, awarded task order 47QPCA24F0002 to LexisNexis Special Services, Inc. under GSA MAS Contract GS-00F-178DA. Awarded on October 18, 2023, for a total amount of 69,275,365 dollars, this bridge contract ensures the continuity of remote unsupervised identity proofing services for the Login.gov platform. The action was executed as a limited source justification because LexisNexis is the only provider capable of maintaining these specialized services without causing a critical break in platform functionality, which would render Login.gov unusable. This bridge agreement provides the government necessary time to complete a new competitive procurement process for next-generation identity proofing solutions and allows for the required GSA IT security Assessment and Authorizations, which typically take six to eight months. The contract includes a base period and two option periods, with a total performance period of up to 18 months. The work is performed out of Washington, DC, and falls under NAICS code 561450.

The U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), Office of Acquisition (OA) provides public notice of task order award no. 47QPCA24F0002 issued against GSA MAS Contract No.GS-00F-178DA to LexisNexis Special Services, Inc., 1150 18TH ST NW, STE 250, Washington, DC 20036-3820. This award was made on the basis of a limited source justification in accordance with FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The GSA/FAS/TTS/OA and the Login.gov program are in the process of implementing a procurement to fully compete new requirements for the next generation of remote unsupervised identity proofing solutions on the GSA Multiple Award Schedules (MAS) that will result in the award of multiple Blanket Purchase Agreements (BPAs) and associated call orders. Due to unforeseen delays in the procurement process, that contract action will not be completed in time to transition services onto the new contract mechanism. In addition, new identity verification products purchased through the competitive BPA will require a GSA IT security Assessment and Authorizations (A&A), which can take 6-8 months or longer depending on the circumstances. The bridge contract action associated with this award is necessary to provide the Government sufficient time to solicit, evaluate, negotiate and award a new contract mechanism for Login.gov's next generation of remote unsupervised identity proofing solutions. A break in service with LexisNexis Special Services, Inc.s identity verification solution will immediately impact Login.gov platform, making it impossible to identity proof users of the platform, which would make Login.gov unusable. Given the current circumstances, LexisNexis Special Services is the only capable source to provide the required identity proofing services for this bridge task order under GSA contract no. GS00F178DA. Pursuant to Federal Acquisition Regulation (FAR) 8.405-6 (a)(2), GSA/FAS/TTS/OA publishes this award notification in accordance with FAR 5.301, and provides the following award synopsis information in accordance with FAR 5.302 and FAR 5.207: (1) Action Code: Not applicable; (2) Date: October 30, 2023; (3) Year: 2023; (4) Contracting Office ZIP Code: 20405; (5) Product or Service Code: DA10; (6) Contracting Office Address: U.S. General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS), 1800 F Street NW, Room 4400, Washington, DC 20405; (7) Subject: Public notice of a task order award no. 47QPCA24F0002 issued against GSA MAS Contract No.GS-00F-178DA; (8) Proposed Solicitation Number: Not applicable; (9) Closing Response Date: August 7, 2023; (10) Contact Point or Contracting Officer: Jennifer Gherardini, Jennifer.Gherardini@gsa.gov; (11) Contract Award and Solicitation Number: Task Order Award No. 47QPCA24F0002; Solicitation number - Not applicable; (12) Contract Award Dollar Amount: $69,275,365; (13) Line Item Number: Base Period CLINs - 00001, 00002, 00003, 00004; Option Period I CLINs - 10001, 10002, 10003, 10004; and, Option Period II CLINs - 20001, 20002, 20003, 20004; (14) Contract Award Date: October 18, 2023; (15) Contractor: LexisNexis Special Services, Inc.; (16) Description: Bridge task order for continuity of services with LexisNexis Special Services, Inc.s identity verification solution; (17) Place of Contract Performance: 1150 18TH ST NW, STE 250, Washington, DC 20036-3820; and (18) Set-aside Status: Not applicable.
