NATURE/DESCRIPTION OF ACTION BEING APPROVED - Sole source acquisition 3. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS Agency requires (1) Monster Renew grinder unit for the auger system. The Auger System provides FCI Dublin with the ability to prevent pollution to the city's water system. preventing drainage clogs by grinding up any items or debris that may harm or hamper the smooth flow of water from the institutions water system through the city's water system. Estimated value of requirement is $15,000.00 4. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION - 41 U.S.C. 253; 41 U.S.C. 1901(e) FAR Part 6.302-1(a)(2)(i); 6.302-1 (2) (A) 5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED: By soliciting this unique grinder part, FCI Dublin will have to ability to maintain the smooth flow of water and prevent debris for contaminating or damaging the institutions and the city of Dublin's water supply ultimately providing a smooth flow of a necessary resource (water), and ensuring safety and security of the institution. 6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE: Upon review of the products offered that meet or exceed the needs for a grinder unit on the GSA Schedule, the grinder will provide the auger system high quality debris extraction and prevention, giving the water the ability to escape unimpeded at a fair and reasonable cost to the government. TECHNICAL OR REQUIREMENTS PERSONNEL CERTIFICATION After performing market research, it has been established that no other company could supply the needs of the agency. This is a company specific product, there are no like or similar items. This part was engineered specifically for the auger system we have in place. JWC Environmental developed and installed this system specifically for FCI Dublin. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The part is essential to FCI Dublin remaining in compliance with the city of Dublin's pollution requirements. These auger systems are built based on the need of each customer.
