Description(s):


A firm fixed-price delivery order was awarded to General Electric Company doing business as Colibrium Additive (CAGE 89WB2), supporting the Navy with (3) M Line laser powder bed fusion (LPBF) and (1) M2 Series 5 LBPF additive machines and multiple material data sets to include all Data Rights Assertions and Specifically Negotiated License rights. In addition to the machines, this effort also is procuring material characterization/data curves (via license), manufacturing process instructions (via license), and specifications (some licensed) to additively manufacture NAVAIR components. This effort includes (6) Material Property Data Programs (MPDP) which are the generation of physical and mechanical property data for a specific machine and material combination and include material characterization, development of parameter, consolidated material and process specifications, and establishing design allowables for the properties tested. This effort also included (1) Thin Wall Fatigue characterization to determine the fatigue life of an as-printed wall thickness that is significantly reduced from the baseline test bar size. The vendor is also responsible for supply chain management, logistics planning, forecasting production requirements, long lead time parts procurement, diminishing manufacturing sources and material shortage issues, shipping serviceable assets, and the potential to provide procurement/manufacture of component parts in the future. Vendor is also responsible for execution of a training plan to train manufacturing engineers, quality engineers, design engineers, material engineers, and machine operators to be able to repeatedly produce airworthy aviation components in various material-process combinations. All contract items were solicited on a sole source basis under the authority of FAR 6.302-1(a)(1). This order was issued against contract SPE4AX-23-D-9421 IAW FAR 6.302-1.
