The attached Justification and Approval (J&A) document authorizes a non-competitive new contract, FA8818-16-C-0024, to provide sustainment, operations and maintenance (O&M) of the Operationally Responsive Space One (ORS-1) Space Vehicle (SV) scheduling software system, Virtual Mission Operations Center (VMOC), for the remainder of the SV mission life. The mission is currently scheduled to end 31 Dec 2016 or with the reentry of the ORS-1 SV at a classified date in calendar year 2017. The effort will require 8 hrs/day, 7 days a week operational support to 3 Space Experimentation Squadron (3 SES) at Schriever AFB, Colorado in support of operational taskings. The Operational support will require software development; system administration; maintenance to include system upgrades, security patches, and authentication certificates; system backups; configuration control and management; and maintain software accreditation. The ORS-1 Mission is expected to continue for only eight more months (25 April - 31 December 2016) or until program is ended by AFSPC A2/A3/A6. Two-six month options will be included to allow AFSPC A2/A3/A6 to extend the mission, if required. The first option will be 1 January - 30 June 2017 and second option will be 1 July - 31 December 2017. AFSPC has directed the sustainment of the ORS-1 mission be maintained at existing level of support.
