The Air Force Research Laboratory intends to award a sole source contract to Cobham Defense Electronics for the procurement and incidental installation of five AWNS Systems to support test and networking activities. These specialized handheld four-channel radios must weigh less than three pounds and support a frequency range from 900 MHz to 6 GHz across all channels. Technical requirements include the ability to deliver Internet Protocol throughput up to 2 Mb/s at a range of 1 km, scalability to thousands of nodes, and support for Dynamic Spectrum Access, Disruption Tolerant Networking, and Multiple Input Multiple Output capabilities. This procurement is being conducted under Simplified Acquisition Procedures and Other Than Full and Open Competition, as market research determined that Cobham Defense Electronics is the only responsible source capable of meeting these specific requirements, particularly for UAV integration. The action is categorized under NAICS code 334220. While the government anticipated an award date on or before August 31, 2014, the notice served to inform potential sources that clear and convincing evidence of alternative competition would be required for the agency to reconsider the sole source determination.
