AXON X26P Tasers and X26P Taser Batteries

This procurement seeks the acquisition of 20 AXON X26P Tasers and 4 X26P Taser Batteries under a full small business set-aside, with the sole purpose of equipping the FY25/FY26 Alabama Counterdrug Task Force for ground reconnaissance and local law enforcement operations in Montgomery, Alabama, and surrounding counties. The solicitation, issued under number W912JA-26-Q-A013 and classified as a Request for Quote under FAR 12.2, is exclusively open to small businesses meeting the NAICS code 332994 size standard of 1,000 employees, and requires all offerors to maintain current registration in the System for Award Management (SAM), including submission of their Unique Entity Identifier and, where applicable, Electronic Funds Transfer information. Only quotes conforming to the detailed technical specifications outlined in Attachment 2—specifically black-colored AXON X26P Tasers with PPM performance power magazine, right or left-hand blade-tech, dual laser and LED light, IPX2 weatherproofing, and batteries uniquely compatible with the X26P model—will be considered acceptable; any deviations render the quote unacceptable. The contract will be awarded on a firm-fixed-price basis to the offeror whose proposal is most advantageous to the government, with technical compliance serving as a mandatory pass/fail gate prior to price and past performance evaluation. Past performance will be assessed based on delivery timeliness and customer satisfaction within the past three years, and while no numerical weights are assigned, technical and past performance combined are considered approximately equal in importance to price. Dickinson Dr., Montgomery, AL 36109, and each taser and battery must be individually marked in accordance with MIL-STD-130, including a Unique Item Identifier with enterprise identifier and serial number, and all shipments must comply with MIL-STD-129 for labeling and packaging. Contractors are required to submit payment requests and receiving reports electronically via WAWF, with payments routed using specific DoDAAC codes including HQ0670 for pay, W912JA for issue and admin, and W31BXS for inspection and shipment. Compliance with Buy American regulations, prohibitions on trafficking in persons, exclusion of parties in SAM, and restrictions on internal confidentiality agreements is mandatory.
