The United States Air Force, through the Air Force Sustainment Center at Tinker Air Force Base, has awarded a sole-source, cost-plus-fixed-fee contract to Northrop Grumman Systems Corporation for engineering services to resolve known and anticipated obsolescence issues regarding the B-2 Fuel Vent Control Valve. As the Design Control Authority for the B-2 weapon system, Northrop Grumman is tasked with providing labor, materials, and prototype development, as well as updating technical data for the valve assembly. The B-2 Fuel Vent Valve is a complex system consisting of dual butterfly valves independently controlled by transducer, controller, and motor combinations to maintain specific positive and negative pressure levels. The contract, identified by solicitation number FA8118-20-C-0008 and NAICS code 541330, has an estimated value of 2,973,746.00 dollars. The period of performance is set for two years, beginning in March 2020. This procurement was justified as a sole-source requirement under FAR 6.302-1(a)(2)(iii) because of the specialized technical requirements and the contractor's role as the design authority. The two independent differential pressure transducers, share a common pressure port in the top of the valve. The other port is remote from the valve and extends from the valve to the fuel surge tank. Each vane in the valve is controlled by a separate actuator and controller circuit board. Power is supplied by two independent sources and the vent control valve operates on 28 VDC. It maintains pressures at 5.5 to 6.0 psi positive and 0.7 to 1.2 psi negative.
