The Federal Energy Regulatory Commission (FERC or the Commission) is seeking contractor support to compile and enhance Alternating Current Optimal Power Flow (ACOPF) data sets, develop a library of models, document the data sets and models and analyze and improve model solutions. This project is being undertaken as part of the FERC FY 2009-2014 initiative to "promote operational efficiency in wholesale markets through the exploration and encouragement of the use of software and hardware that will optimize market operations." The data sets, models and analysis in this project will be used by Commission staff to enhance understanding of existing and future electricity market algorithms, and to study topics related to market efficiency. Some of the data sets and models may also be made available for researchers, engineers and market design experts to test algorithms and faster computational methods for unit commitment and economic dispatch that will ultimately lead to improved market efficiency.
